Apr. 14--MOUNT PLEASANT, Wis.--Business development along I-94 in Racine County could boom if Mount Pleasant incorporates and becomes Wisconsin's second-largest village, the town's administrator says.
Many local officials support the change, which would need final approval from town voters in a referendum. But approval first must come from the state Department of Administration, which determines whether such proposals meet state statutes for villages.
