For more than twelve years, the people of Iraq have been subjected to the most comprehensive embargo in modern history. Despite claims from successive administrations in Washington and London, the main powers behind the United Nations sanctions, that they are targeting the dictatorship in Baghdad, the results for the population have been far-reaching. In the words of U.S. News and World Report, "U.S. officials repeatedly insist that the sanctions are not targeted at ordinary Iraqis, but they are its only true victims."
