The resolution, pushed heavily by Caroline Lucas (UK, Greens), Glenys Kinnock (UK, PSE) and Nick Clegg (ELDR, UK), points out that EU Member States make up 15 of the 21 importing country members of the ICO and account for 46% of the world's coffee imports. Adopted by 329 to 11 votes with 2 abstentions, it calls for a Fast Track Initiative for Coffee Dependent ACP Economies. This, it says, should be financed from existing unused EU aid funds, or the ninth European Development Fund's (EDF) 'B' allocations which in part are made available to "mitigate adverse effects of instability on export earnings".
