As sure as geese fly south in winter, tuition will be going up at Oregon universities this fall.

If the state Board of Higher Education approves a set of recommendations today, most students at the University of Oregon will pay an extra 1.4 percent when they arrive for classes this fall. The other shoe drops in fall 2004, when resident undergraduate tuition will go up at least 12 percent.

The fall increase seems small because the large surcharges universities imposed earlier this year after the defeat of Measure 28 are now permanent. If the new amounts are approved, tuition will be up an average of 23 ...
