State judges should serve a single, lengthy term--or until a specified age--and not be eligible for retention or re-election, says an American Bar Association commission studying the future of state courts.
"The time has come to inoculate America's courts against the toxic effects of money, partisanship and narrow interests," according to the commission.
The recommendation is one of two dozen contained in a preliminary report issued by the ABA Commission on the 21st Century Judiciary that describes state judicial systems as being in serious jeopardy.
