Along with potatoes, the ethyl alcohol sector was one of the few European agricultural sectors not governed by a common organisation of the market (COM), despite being a product listed in Annex I of the EC Treaty ("agricultural produce") and being considered as a sensitive product in the agreement on generalised preferences. On these grounds, it has been excluded from more than one international trade agreement (South Africa and Mexico, for example).
