State budget cuts are clipping the wings of four Wisconsin State Patrol airplanes that helped ticket more than 5,000 speeders on major highways last year.
One of the planes clocked and tracked a motorcyclist whizzing at 140 mph Sunday in Columbia County, leading to an arrest.
"The flagrant violators who are really moving - they're probably the ones who are smiling," said David Pueringer, a retired state trooper and sky patrol veteran.
But Sen. Bob Welch, R-Redgranite, said aerial enforcement is an expensive "frill" that isn't needed to keep Wisconsin's highways safe.
