May 1--BAGHDAD--Baghdad's lawlessness ranks as one of the most vexing problems for U.S. and British officials attempting a vast reconstruction effort and seeking coordination with international aid groups eager to help but wary of the city's security.
Jay Garner, the retired lieutenant general in charge of reconstruction, became so concerned with Baghdad's security Monday that he raised the issue privately with the commander of the ground forces in Iraq, saying it was an impediment to his efforts, sources said.
