Opposition Sen. Sergio Osmena III, chairman of the Senate committee on agrarian reform, has asked his colleagues in the Senate to amend as soon as possible the 15year-old Comprehensive Agrarian Reform Law (CARL) to allow farm lands bought on installment basis by the government from landlords to be used by agrarian reform beneficiaries as collateral for bank loans to booost the economy in the countryside.
