May 5--"Actually, this is great construction weather," Lt. Gov. Carol Molnau chatted to the crowd, shortly before picking up her silver shovel.
Molnau wasn't doing any heavy lifting Saturday. But she did toss several symbolic scoops of sand to formally break ground for reconstruction of U.S. 52 through Rochester.
On her watch, the Minnesota Department of Transportation will rebuild the highway and its frontage roads in the most costly highway project in agency history, a $232 million undertaking.
