The fatal explosion on September 21, 2001 at the Toulouse complex of Grande Paroisse, the fertilizers subsidiary of Atofina, continues to cast a long shadow over France's chemical industry. Spending on safety in France's chemical sector grew substantially last year "to the detriment of investments for expansion," says industry association UIC (Paris). Environmental legislation and technological restrictions that were introduced after the Toulouse disaster continue to constrain chemical industry development, even though those measures were needed to improve safety, UIC says.
