The North Pacific Fishery Management Council, its support panels and members of Alaska's groundfish industry put plans into motion in hopes of reducing overcapitalization and increasing safety and sound resource management in the Gulf of Alaska.
The February council meeting in Seattle produced four options that, after due economic and scientific analysis, would let harvesters establish themselves as quota shareholders and organize themselves into cooperatives.
