"Human nature being what it is requires close watching and accountability. As long as the health care industry pays for services rendered primarily through an irrational provider claims submission system, fraud will be much too tempting. Claims submission is not much more than the submission of time sheets by providers. This ridiculous payment system encourages a volume mind-set that seduces many providers to game the system to increase revenue. Until this problem is remedied through capitation or some other form of prepayment, the system will remain crippled."
