Households in the United Kingdom recycle only 12 percent of their waste--one of the worst recycling rates in Europe. To change this, the United Kingdom is debating the Waste and Emissions Trading Bill, which would enact a waste-trading scheme similar to greenhouse gas--allowance trading. Under the bill, the U.K. government would stipulate how much biodegradable municipal waste is eligible for disposal and penalize landfills that exceed their allowances. These allowances would be tradable among authorities.
