The US, UK and Spain formally ask the UN Security Council to end 13 years of economic sanctions on Iraq and endorse US and British control of the country's political development and financial resources for at least 12 months. The resolution also recognises the US and UK as occupying powers, which subjects their representatives to a stringent set of requirements to protect the Iraqi people and limits their ability to use Iraqi resources. Council diplomats said the proposal was met with cordial but persistent questioning at the closed session.
