Mexican regulatory agency Comision Reguladora de Energia (CRE) is preparing new regulations covering offshore liquefied natural gas (LNG) regasification plants, which are almost certainly designed with Baja California in mind.
The regulations are due for release in early August. Assuming that the CRE takes nine or 10 months to evaluate an offshore application, any proposed offshore project could find itself at least a year behind existing proposals for land-based LNG terminals in Baja California.
