Twelve years after Minnesota approved the country's first charter school and set off a national movement, there is little hard evidence that charter school students are doing better than students in traditional public schools.
A Star Tribune analysis of state test scores found only a few charter schools that outperform traditional schools.
Despite promises by advocates that charter schools would succeed where traditional schools have not:
- Only seven of 23 charter schools reporting results in 2003 beat the state's passing rate on the math basic-skills test.
