Public Financial Management, the nation's largest public-sector financial adviser, donated $4,000 to New York State Gov. George Pataki in 2001 and has contributed more than $200,000 to state and local political committees in New Jersey, despite signing a highly touted voluntary pact with the U.S. Securities and Exchange Commission in 1999 banning itself from making political contributions, campaign records show.

According to the New York State Board of Elections electronic filing database, PFM donated $2,000 to Pataki on March 16, 2001, reported in filing year 2001, and another $2,000 on November, 29, 2001, reported in filing year 2002.
