Jun. 16--FRANKLIN LAUNCHES NEW EFFORT DESPITE CITY'S PAST FAILURES: With its 100-day initiative to clean up downtown launching today, Atlanta is taking a page out of New York's "Broken Windows" handbook that urges communities to focus on minor crimes and discomforts to become more inviting.
"It's not the big things that destroy people's feelings of community," said Lynnette Young, Atlanta's chief operating officer. "It's the small things that eat away at you."
