MANILA, PHILIPPINES -- The Asian Development Bank (ADB) is drafting a comprehensive emergency policy to assist conflict-affected countries and strengthen links between postconflict operations and its overarching goal of poverty reduction.
This was disclosed today by ADB in its Annual Report 2002 with a special theme chapter on "Rehabilitation and Reconstruction: ADB's Role in Afghanistan and the Region."
