DOWN in the South Peter Hain, Welsh Secretary and Leader of the House of Commons, has been stirring things up by calling for increases in the top rate of tax. 'How,' he asks, 'can we ensure that hardworking, middle income families and the low-paid get a better deal, except by those at the very top contributing more?' He has received support from two of yesterday's men - Peter Mandelson and Stephen Byers, once known as Blairites keen to win Middle England to the 'Project'. I dare say that, if he had omitted mention of 'hardworking middle income families', he might even have got a congratulatory note from Tommy Sheridan.
