In July 1999, a group of educators from 28 countries met in Ruschlikon, Switzerland, to work on global guidelines for the education and care of young children. After completing the work at this Symposium for the Education and Care of Young Children in the 21st century, seven working groups developed papers that were then edited and re-edited until a document was ready for publication.
