Jun. 29--WILKES-BARRE, Pa.--A few years ago, community leaders suggested promoting Wilkes-Barre as a "college town" -- playing off the visible presence of Wilkes University and King's College.
Consultants studying downtown for the Diamond City Partnership suggest a slightly different promotion: "cultural district."
A cultural district, which could include living and working spaces for artists, could involve the colleges.
But, it also could involve many of the other 70-plus private institutions and public facilities -- from county government ...
