Jul. 7--MEXICO CITY--Voters rebuked President Vicente Fox in Sunday's midterm elections by failing to give his party a majority in the national Congress and by returning control of several states to the country's former ruling party.
Fox and the leaders of his center-right National Action Party had hoped to win control of the 500-seat Chamber of Deputies, Mexico's lower house of Congress. But incomplete returns released by the Federal Electoral Institute early today showed them coming up short.
