Jul. 8--SANTA FE, N.M.--Despite concern from Santa Fe city water officials about the feasibility of implementing his rain-barrel rebate program at City Hall, City Councilor David Pfeffer maintains the program is not only simple but practical.
"It's a piece of cake," Pfeffer said. "In my opinion, they (city staff) made a much bigger deal about this than it is."
Pfeffer's program would give every resident who buys a rain barrel a rebate on their water bill.
The customer would have to send in a receipt of the transaction, or fill out a special form ...
