Jul. 9--PASADENA, Calif.--The Federal Energy Regulatory Commission has ordered the cities of Pasadena and Azusa to prove they did not profit from alleged illegal electricity trades made during California's energy crisis two years ago.

Pasadena Water and Power and Azusa Light and Water are among more than 60 private and municipal power companies accused of using Enron-style tactics to manipulate California's volatile energy market between Jan. 1, 2000, and June 20, 2001.
