Faced with a potential unfair labor charge, the Los Angeles City Council approved a three-year, $80 million contract Tuesday for some 11,000 engineers and architects.

The council voted 14-0 for the contract, which is retroactive to July 1, 2001, and raises salaries 2 percent every six months. The cost of the contract, which also covers Department of Water and Power workers, was included in the city's budgets.

Councilman Bernard C. Parks, who had been seeking to delay the contract, said he was convinced the city had no choice but to approve it.
