Jul. 10--WASHINGTON--The U.S. Department of Agriculture wants states to pay more to control foreign pests and diseases that infect plants and animals, a proposal that Florida officials said would cripple them in the battle against citrus canker and future blights.
The Animal and Plant Health Inspection Service, the USDA arm known as APHIS that combats alien infestations, on Tuesday unveiled plans to revise federal and state costsharing procedures. States would be forced to cover much more of the cost to eradicate many types of agricultural threats.
