The new draft Directive amplified (by amending it) the Directive creating an EU emission rights trading system, whose adoption procedures are still underway (Council common position on March 13 and European Parliament second-reading Recommendation on July 2). During the Council debate, the Commission signalled its plan to table a Directive to link to this system the emission credits obtained by the other two mechanisms created by the Protocol:
