The Virgin Islands Party was swept from power after spending 17 years at the helm, according to final election results, reports AP (June 18, 2003):
Former opposition leader Dr. Orlando Smith, who campaigned on promises to spend more on social services, became the British Virgin Islands' new chief minister. He said his party's victory was just a first step in a long road to change. Voter turnout topped 72%, an increase from 65% in the last elections in 1999. Smith's National Democratic Party had told voters that the governing party headed by Chief Minister Ralph O'Neal had squandered the territory's prosperity on flashy building projects rather than social needs;
