Jul. 17--When her marriage broke up a couple of years ago, Olga Dedkova found herself in a bind.
Dedkova, 40, needing to move out of her house, couldn't find a place for her and her young daughter to stay -- at least not one that she could afford on the $1,000-a-month she earns as a waitress in West Chester.
"It would be a very bad neighborhood," she said of her options in the area, where the median rent in Chester County, including utilities, is $754 a month.
