IT WAS, to be sure, a famous victory. But, less than two months after the liberation of Kuwait, the world is having to come to terms with the fact that Saddam Hussein has somehow managed to survive his misadventure in the Gulf The separate rebellions that flared against him in the far south and far north of his country are sputtering to a close. In the south the Iraqi army has snuffed out the Shia revolt in Basra and the nearby towns and cities. In the north the Kurdish insurrection, which opened with such high hopes a mere three weeks ago, has collapsed as abruptly as it started.
