NATIONAL REVIEW argued from the first that the Gulf War was justified, necessary, and winnable. Still, we never expected the victory to be quite so overwhelming.
So it may seem churlish to complain that one important war aim has yet to be achieved. Saddam Hussein remains in power. Does the U.S., indeed, still seek his removal, let alone his trial for war crimes? A diplomatic silence has descended on policy toward Iraq.
If the State Department calculates that a weakened Saddam in power would be the best result in an unsatisfactory world, as speculation has it, that would be a serious error.
What are the supposed justifications for this policy.? ...
