Jul. 23--WASHINGTON--The Bush administration declared its opposition Tuesday to a bill pushed by Virginia lawmakers that would create a grant program for computer technology at historically black and other minority-serving colleges and universities.
Breaking months of official silence, the administration said such a program would duplicate current efforts and would raise "constitutional concerns" because of the use of race in determining a school's eligibility for grant money.
