Margaret Thatcher immortally said of her faithful political ally William Whitelaw that every prime minister needs a Willie. You might argue that every city needs a wiggly. The trouble with most, including British ones, is that they're dominated by straight lines--more or less, it must be said, in our case--that lead to the centre. They lack alternatives that wander round from suburb to suburb. Ever since we started building rail lines or developing tram or bus routes, a century or more ago, they've aided the growth of congested centres. We badly need to find ways of developing transport so as to organise our cities better.
