Aug. 3--SAN ANTONIO - When it looked like the Washington bean counters might put Brooks Air Force Base under the ax, city officials took an unusual approach to saving it. They took ownership of the property containing the base and became the Air Force's landlord.
Brooks Air Force Base formally ceased to be, and Brooks City-Base was born last year. Air Force scientists continued their research in aerospace medicine and human engineering - the base's primary mission - while San Antonio found itself with a 1,300-acre research park on the city's south side.
