MEXICO CITY _ Tougher penalties, a war on corruption, and a rewrite of outdated laws governing police work are the heart of an ambitious blueprint for a new era of Mexico City law enforcement, city officials said Thursday.
The sweeping proposals, recommended by former New York Mayor Rudolph Giuliani, will help the city reach a goal of cutting crime by nearly one third by 2006, said Marcelo Ebrard, Mexico City's public safety secretary.
