Aug. 10--For Mark E. Simmons, the wingtip is on the other foot -- at least temporarily.
Simmons, a career banker accustomed to having people come to him for money, has spent the summer going around Orange County asking residents to invest the $8 million to $10 million he needs to open Commerce National Bank in Fullerton.
Getting that money has re...uired hundreds of phone calls, dozens of lunches and dinners, and a half-dozen presentations to potential investors.
