While the United States has achieved the highest incarceration rate in the world this past year, surpassing Russia, it's good news that New York state's prison population actually shrank.
It could be better news if Gov. George Pataki and legislators took this opportunity to step up the drug rehabilitation programs and restore judges' discretion in sentencing, which have proven to be effective and humane.
State officials credit the decline in New York's prison population to alternative programs for nonviolent criminals. They also suggest that longer sentences for violent felons have helped reduce crime.
