Richard Baker, R-La., chairman of the House Financial Services subcommittee on capital markets, is a man in waiting, but he's not sitting still while he waits.
If Republicans continue to control the House, Mr. Baker is poised to take over the House Financial Services Committee in a little over three years. Rep. Michael Oxley, R-Ohio, would be required under Republican rules to leave the post after the next Congress.
Mr. Baker has had his hands full since taking over as chairman of the subcommittee in 2001. He sponsored a bill, approved by the full committee July 23, that would require mutual funds to make more disclosures ...
