Removing responsibility for tactical missile defense (TMD) programs from the Strategic Defense Initiative Organization (SDIO) and giving it to a new Joint TMD (JTMD) office, as called for in a recent House bill, would make integrating tactical and theater missile defenses into a GPALS ballistic missile defense system difficult, according to a recent Congressional Research Service (CRS) memorandum.
