Aug. 19--PORTLAND, Ore.-- The retail centers and big box stores that dot Oregon's shoreline create islands of asphalt that act like a siren song for Clark County shoppers.
Their tune is powerful enough to drain $1.6 billion in retail sales from Clark County, according to a recent analysis by Vancouver economic development consultant Eric Hovee. The cost to local governments was $19.8 million in 2002, money that could have improved parks, added recreational opportunities and bolstered police and fire forces.
