Aug. 19--SAN ANTONIO-- No pain, no lanes.
That's the prediction of a county official who fears San Antonio won't invest ade...uately in road building unless it is locked in nightmarish traffic jams like those legendary in Houston and Dallas.
"To sell it, you've got to have congestion to a point where there is pain and people don't want to sit on the road for an hour," Bexar County Commissioner Lyle Larson said last week.
