IN THE camps housing Vietnamese boat people the story has been getting around that none of the refugees is to be returned to Vietnam. The system known as "screening" is to be scrapped, the story goes. Screening sorts the refugees into those who would face persecution for political reasons if they returned to Vietnam, and those who have left simply because they seek a better life. The political refugees can hope for a new home in a western country. The so-called "economic migrants", the vast majority of boat people, cannot. They have been told they must return to Vietnam or rot away their lives in a camp.
