THE PROBLEM

In thousands of union locals, religious congregations, civic and interest group organizations, leaders are trying to figure out how to get Americans to thoughtfully look at our foreign policy. In some cases, they have adopted resolutions which threaten their relationship with their members because the resolution's content is so distant from what members think.

There is a productive way to deal with this problem. It applies principles of democratic practice that are used for domestic struggles to the international scene.
