Tidewater Auto Auction must get a state permit that could add months to the Chesapeake, Va., company's bid to move to the Moyock area and expand its operations.
State agents determined last month that Rowland Creek, a large ditch that runs along the north side of the site, is a navigable waterway, said Brian Long, spokesman for the N.C. Division of Coastal Management.
Any construction within 30 feet of a navigable waterway triggers the need for a ``major'' permit, required under the Coastal Area Management Act. Tidewater Auto Auction has yet to apply for the permit, Long said. The process will ...
