For 28 years, since the implementation of the Education for All Handicapped Children Act (PL 94-142) and all its reauthorizations, including the last reauthorization of Individuals With Disabilities Education Act (IDEA) in 1997 (PL 105-17), the definition of special education had been misunderstood. Well, maybe it is not that it has been misunderstood--it has not been understood enough! Most special educators probably recognize that the law defined special education in 1975 as "... specially designed instruction to meet the unique needs" of a child with a disability and that this definition has not changed dramatically in the last 28 years.
