GARDEZ, Afghanistan _ With a resurgent Taliban battling American and Afghan troops, the United States is stiffening its support for President Hamid Karzai and his fledgling national government, which has limited influence beyond the capital city.
Prior to an expected announcement from President Bush that the United States will increase economic and reconstruction aid to Afghanistan, now $900 million a year, Defense Secretary Donald H. Rumsfeld met with Karzai Sunday afternoon en route home from Iraq.
