Sep. 8--SUFFOLK, Va.--Elizabeth McCoury had few illusions when she took the job of coordinating Suffolk's downtown development in 1998.
"It was pretty easy to be pessimistic about the conditions," McCoury said on a recent walk through still-beleaguered stretches of downtown.
The city's core had gone to rot, she said. Many of its businesses left. The buildings sat boarded. Neighborhoods around the downtown's business district filled up with run-down rentals, some owned by absentee landlords.
