Sep. 10--Time Warner Cable, the dominant cable provider for San Antonio and much of South Texas, has asked the Texas Public Utility Commission to let it offer residential phone service in the state.
The company, which has spent hundreds of millions of dollars upgrading its Texas fiber-optic networks, plans to provide local and long-distance phone service over the same lines it uses to deliver its RoadRunner high-speed Internet service.
But it likely will take several months for Time Warner to clear the regulatory and technical hurdles needed to launch phone ...
